The 37-year-old mother-of-three who was shot and killed by an ICE agent in Minneapolis was reportedly part of a citywide network documenting and resisting the agency.

Renee Nicole Good was killed by an Immigration and Customs Enforcement (ICE) agent on Wednesday morning, sparking further protests across the city.

Good was in her vehicle and was attempting to drive away from the scene when she was shot, leading to the car rolling down the street and crashing into parked vehicles.

    Homeland Security has claimed that the agent, identified as Jonathan Ross, was acting in self-defense to save his life and that of the agents around him as Good allegedly attempted to run him over.

    That claim has been strongly rejected by witnesses at the scene and local lawmakers, including Governor Tim Walz and Mayor Jacob Frey.

    It has now been reported that Good was part of a network aimed at disrupting ICE activity across the city after linking up with other activists at her 6-year-old son’s school.

    Southside Family Charter School bills itself as a K-5 academy that aims to involve children in social and political activism, offering a social justice curriculum.

    Good moved to the city with her wife, Rebecca, 40, around a year ago after initially leaving the U.S. for Canada when Donald Trump was re-elected in 2024.

    She was reportedly given specialized training after joining a group called ICE Watch.

    Leesa, a mother whose child attended the same school, spoke to The New York Post at a vigil for Good, and said that she was a “warrior.”

    “She was a warrior. She died doing what was right,” Leesa said. “I know she was doing the right thing. I watched the video plenty of times but I also know in my heart the woman she was, she was doing everything right.”

    She added, “[Renee Good] was trained against these ICE agents—what to do, what not to do, it’s a very thorough training.”

    “To listen to commands, to know your rights, to whistle when you see an ICE agent,” she added.

    A former gym teacher at Southside, who resigned last month, Rashad Rich, also told The Post, “From my understanding, she was involved in social justice … we are a tight-knit community and a lot of parents are [activists].”

    Across the U.S., similar ‘ICE watch’ or rapid-response networks operate in dozens of cities, with the shared goal of monitoring and documenting ICE activities.

    These groups typically rely on neighborhood phone trees, encrypted messaging apps, and text-alert systems to quickly spread information about suspected ICE activity.

    Tactics often include filming arrests from a distance, taking badge numbers, relaying real-time updates to immigration lawyers, and notifying families or community organizations.

    Many groups also provide “know your rights” training, maintain hotlines for reports of ICE sightings, and use low-tech signals such as whistles or shouted alerts to warn nearby residents of ICE presence.

    Anti-ICE groups have popped up all over the U.S.

    Reports of Good’s activism come as Minnesota officials say the FBI has locked them out of the investigation into her death.

    The Minnesota Bureau of Criminal Apprehension (BCA) said it has reluctantly withdrawn from the case after initially being assigned to investigate Good’s killing.

    The BCA said the U.S. Attorney’s Office had “reversed course” and that it was informed “the investigation would now be led solely by the FBI, and the BCA would no longer have access to the case materials, scene evidence or investigative interviews necessary to complete a thorough and independent investigation.”

    “Without complete access to the evidence, witnesses and information collected, we cannot meet the investigative standards that Minnesota law and the public demands. As a result, the BCA has reluctantly withdrawn from the investigation,” the agency said in a statement.

    At a news conference on Thursday, Governor Walz expressed concern that the investigation could be biased.

    “It feels now that Minnesota has been taken out of the investigation,” Walz said. “It feels very, very difficult that we will get a fair outcome.”

    Vice President JD Vance told reporters that the shooting investigation was a federal issue, and it would be unprecedented for local officials to be involved in prosecuting.

    Good’s mother, Donna Ganger, told the Minnesota Star Tribune on January 8 that the circumstances in which her daughter was killed were “so stupid.”

    “She was probably terrified,” Ganger said, adding that Good was “not part of anything like that at all,” referring to anti-ICE protesters.

    “Renee was one of the kindest people I’ve ever known,” she said. “She was extremely compassionate. She’s taken care of people all her life. She was loving, forgiving and affectionate. She was an amazing human being.”
